Georgian car insurance terms and conditions
Compulsory third-party liability rules for foreign-registered vehicles travelling in Georgia.

1. Participants in compulsory insurance
The policyholder may be a Georgian citizen, foreign citizen, or stateless person in Georgia. The Compulsory Insurance Centre administers the co-insurance system on behalf of participating insurers.
2. General conditions
The owner or driver of a foreign-registered vehicle must insure civil liability for the entire stay in Georgia. Cover applies to damage caused with that vehicle, regardless of whether the owner or driver is named.
A policy may be purchased from the Centre, an insurer, agent, broker, or electronically. It may be issued on paper or electronically, is valid throughout Georgia, begins when the premium is paid, and ends at 23:59 on the stated expiry date.
3. Electronic policies
An electronic policy has the same legal force as a paper policy and needs no physical signature, stamp, or exchange. Required data includes policyholder identity, vehicle category, make, model, VIN/chassis and registration number, insurance period, and phone or email. Owner data may also be supplied. Form data must use Latin characters and payment is cashless.
The policy is concluded when required fields are completed and the premium is paid. The policyholder is responsible for accuracy. A wrong period is not refundable or cancellable. Incorrect vehicle category combined with an incorrect identification, registration, or chassis number can invalidate the policy; a policy may remain valid where the paid premium is not lower than the premium required for the correct category.
4. Statutory premium formation
Premiums are regulated by Georgian law and depend on vehicle category and insurance period. Statutory GEL tariffs published by the Centre are: motorcycle 20/35/70/215; passenger car 30/50/90/295; bus 45/75/140/480; truck 60/100/170/610; trailer 14/25/40/145; agricultural or specialised self-propelled vehicle 25/45/70/250—for 15 days, 30 days, 90 days, and one year respectively.

5. Insured events and risks
Cover applies when movement of the insured foreign-registered vehicle causes death, bodily injury, or property damage to a third party. This includes uncontrolled movement, trailers or attached items, and spilled, scattered, or fallen cargo. Applicable bodily-injury and property limits are stated in the policy and these terms. After paying a claim, the Centre may seek recovery in the cases allowed below.
6. Excluded damage
The Centre does not compensate damage during competitions, tests, or training in a specially designated place; damage intentionally caused by the victim; damage caused by war, fire, or explosion; nuclear energy or transport of nuclear or dangerous cargo; or military operations, manoeuvres, coups, or terrorism. Liability for excluded damage follows Georgian law.
7. Reporting an insured event
After a road accident, the owner or driver must call 112, remain at the scene, and wait for an authorised officer unless departure is necessary to obtain help or take an injured person to a medical facility.
A victim must submit a written claim and supporting documents to the Centre within 60 calendar days. This period is suspended while related court proceedings, investigation, or examination continues. A driver receiving a compensation demand must notify the Centre immediately. Missing the deadline may release the Centre from payment.
8. Insurance payment
The Centre handles and, when needed, assesses insured damage. A decision must be made within a reasonable period not exceeding 30 days after receiving the relevant documents.
Within the policy limit, payment is due no later than 15 days after the parties agree the damage amount, or a reasoned refusal must be issued within 10 working days after all documents are received. Delay carries a penalty of 0.1% of the payable amount per overdue day. Damage above the policy limit may be claimed from the responsible person under Georgian law.
9. Life and health claims
The limit per injured person for death, health damage, or disability is 30,000 GEL; the aggregate limit per event is 300,000 GEL. Medical services are covered up to 15,000 GEL, and death or disability up to 30,000 GEL. Death and severe disability are paid at 100%, significant disability at 60%, and moderate disability at 30%.
If death or a higher disability level occurs within one year after payment, the Centre pays the applicable difference up to the limit. Documents must be supplied within 45 calendar days after the new disability level or death is established. If aggregate claims exceed the event limit, payments are proportional. Compulsory cover responds before voluntary life or health insurance.
10. Property claims
The property limit is 25,000 GEL per victim and 50,000 GEL in aggregate per event. Covered property includes vehicles, roads, structures, buildings, personal belongings, and other property.
Damage is generally measured by repair or restoration cost. A total loss is valued using replacement or market value less usable salvage; repair cost of 70% or more of market value is treated as total loss. Compulsory cover responds before voluntary insurance. Either party may appoint an independent expert at its own cost if value is disputed. Repairs normally require the Centre’s prior written consent unless needed to prevent further loss. When total claims exceed the event limit, payments are proportional.
11. Recovery (regress)
After paying a victim, the Centre may recover from the responsible person when damage was intentional, the driver was under the influence of alcohol or drugs, the driver had no driving right, or use of the vehicle was unlawful. Recovery cannot exceed the insurance payment.
12. Driving without compulsory insurance
An owner or driver operating a foreign-registered vehicle in Georgia without compulsory civil-liability insurance is subject to administrative liability.
