Is my car insurance from home valid in Georgia?

No. Georgia does not recognise foreign motor third-party policies and is not part of the Green Card system, so insurance issued in Armenia, Türkiye, Russia, Kazakhstan, Ukraine, the EU or the UK stops at the Georgian border. Every foreign-registered vehicle driven in Georgia needs a Georgian compulsory third-party liability policy (APPA) for the whole time it is in the country. Your home policy may still cover your own car for damage or theft — check its territorial limits — but it does not satisfy the Georgian requirement.

Why the Green Card does not help

The Green Card system is an agreement between the countries that joined it, under which each accepts the others' motor liability insurance. Georgia is not a member, so there is no arrangement for a foreign insurer to answer for damage caused on Georgian roads and no document a foreign insurer can issue that would satisfy the requirement.

This catches out drivers from countries where a Green Card covers most of the neighbourhood. It is worth checking rather than assuming: the card lists the countries it is valid in on its face, and Georgia is not among them.

Two different things your insurance might do

  • Liability to other people — the damage your car does to someone else. This is the compulsory part, and in Georgia it must be a Georgian policy.
  • Damage to your own vehicle — casco, comprehensive, theft. Some home policies extend this abroad, some do not, and it is unrelated to the compulsory requirement. Read your territorial limits before you rely on it.
  • Your own health — not part of motor insurance at all. Since 1 January 2026 most foreign visitors must hold travel medical insurance with an insured sum of at least GEL 30,000 for their whole stay.

What the Georgian policy is

It is the compulsory civil-liability cover for owners of foreign-registered vehicles, administered through Georgia's compulsory insurance system. It pays third parties: up to 30 000 GEL per injured person and 300 000 GEL for all injuries from one event, plus up to 25 000 GEL per victim for property damage.

It may be issued on paper or electronically — an electronic policy has the same legal force, needs no signature or stamp, and is what border officers and traffic police read when they check the plate. It runs from the moment the premium is paid until 23:59 on the expiry date and is valid anywhere in Georgia.

Is a Green Card valid in Georgia?

No. Georgia is not part of the Green Card system, so the card gives you no third-party cover on Georgian roads regardless of which country issued it.

Is Armenian, Turkish or Russian motor insurance valid in Georgia?

No. Armenian compulsory insurance, Turkish trafik sigortası and Russian OSAGO are all written for use in their own countries and end at the Georgian border. Each of those drivers needs a Georgian policy for the vehicle.

What about a rental car with foreign plates?

The vehicle still needs Georgian compulsory cover. Rental agreements sometimes include it for cross-border travel and sometimes forbid the crossing altogether, so confirm with the rental company in writing before you drive to the border.

Does a Georgian-plated car need this?

This policy is the version for foreign-registered vehicles. Cars on Georgian plates fall under the domestic rules rather than this one.

What happens if I am stopped without it?

Driving a foreign-registered vehicle in Georgia without compulsory third-party cover is an administrative offence and carries a fine of 100–200 GEL. Insurance is checked electronically by plate, so it does not depend on being pulled over and asked for a document.
