Who is exempt

Who is exempt from Georgia's mandatory travel insurance?

Very few people. Resolution No. 602 lists the exemptions: holders of diplomatic or special visas; holders of diplomatic, official, service or special passports; accredited staff of diplomatic missions, consulates and international organisations together with their accredited family members; people whose entry is governed by an international agreement of Georgia; and drivers engaged in international commercial freight and passenger transport. Everyone else entering Georgia as a tourist — including children, visa-free visitors and people on short transit stays — needs health and accident insurance of at least GEL 30,000 for the whole stay.

The exemptions, as written

  • Holders of a diplomatic or special visa issued by Georgia.
  • Holders of diplomatic, official, service or special passports.
  • Accredited staff of diplomatic missions, consular offices and international organisations in Georgia, and their accredited family members.
  • Persons whose entry to Georgia is covered by an international agreement or treaty of Georgia.
  • Drivers engaged in international commercial carriage of goods and passengers — professional truck and bus drivers on international routes.

Who is not exempt, even if it seems they should be

  • Children: the rule applies to every tourist; there is no age threshold. Each child needs their own cover or must be named on a family policy.
  • Visa-free visitors: visa-free entry and the insurance rule are separate. Citizens of the EU, UK, USA, Gulf states, Armenia, Kazakhstan and other visa-free countries still need the policy.
  • Transit: a tourist passing through Georgia by car or on a stopover is still entering Georgia and needs cover for those days.
  • Private drivers: the transport-driver exemption is for commercial international carriage, not for someone driving their own car on holiday.

If you are not sure whether you qualify

The exemptions are tied to documents — a diplomatic passport, an accreditation card, a licence for international carriage — rather than to circumstances. If you cannot show such a document at the border, assume the rule applies. A compliant policy through Georgian APPA costs little for a short stay and is issued in minutes, which is a smaller risk than arguing an exemption at passport control.

What people ask about exemptions

Are Georgian residence-permit holders tourists?

The resolution regulates tourists entering Georgia. Residents returning home are not entering as tourists. If your status is unclear, check with Geoconsul (the consular portal of Georgia) before travelling rather than relying on a website.

Are truck drivers exempt?

Drivers engaged in international commercial freight or passenger transport are exempt under the resolution. The vehicle itself still needs Georgian compulsory third-party liability insurance if it is registered abroad.

Is there an exemption for very short visits?

No. The resolution has no minimum stay. A one-day visit needs a policy that covers that day.

What if I am exempt but my family is not?

Accredited family members of diplomatic and mission staff are exempt with them. Any other travelling companions need their own cover, which can be bought in one order through Georgian APPA.
